I'm using voidfang vestments and I glow like a motha -blam!-a

It does with the right armor. What class do you have it on? Doesn't really glow on Titans though.

Maybe it's your tv or setting? Mine glows on my hunter especially around the neck area or with the vault cloak on

Not true check out warlocks with the VOG raid armor or voidfang vestments, or on most Hunter class armor.
