I'm confused. I keep seeing people post it about it being the rarest thing since a mars potato and yet Xur has sold it what, three times now?

I only remember his selling it once a few weeks after launch. That was when I got mine I can't say I pay too much attention to what he sells if I don't need what he is selling though
