I think at one point in time they set him a standard 3 levels above whatever level you were. Because I had a hell of a time taking him down int eh teens, and it wasn't any easier in the 20's

He isn't entirely. It's now a more random spawn. It used to be every 1-3 he would spawn. Now its more like 1 per hour. And he isn't nearly as impossible to handle.

Are you sure, I went through 5 or 6 respawns and haven't seen him :/

He went away for a while for me. Strange. I thought he was gone for everyone!
