It's not 'cut'. It's released to a set schedule. HOW might even be ready now. Releasing it would make no sense.
It was all laid out from before you bought the game. Exactly what was included in the base game. The season pass wasn't hidden. You bought the game knowing you would have to buy it to fully experience the game.
