It's true.
Here's what happened. This was info released by that lawsuit in LA and a couple other articles online.
Bungie partnered with activision. Part of the contract was 4 discs & minimum 4 dlcs over the next several years.
Bungie decided to take the darkness & house storyline campaigns that were originally part of the first disk to fulfill 2 of the required dlcs.
