Randal can still appear, kill the first reaver vandal and shank. Stay in forgotten shore, within two minutes they should respawn, the new vandal (for me at least) took 3 rockets, 2 nova bombs, all ammo from my murmur, and 5 mags from my MIDA. I took a video and can confirm that it's post TDB due to my using murmur. I'll link it when I find it.
