Okaayyyy.... not quite sure why their name makes a difference. They could be called flying spaghetti monsters for all I care, the point is that on the higher levels shielded Shanks show up and make life hell.

It's not the higher level that gives them shields, it's the "epic" skull modifier. Which does not show up in raids.
