What is the most obvious indication of lag in these sorts of games? Teleporting, warping, people moving without command.
Now, think of it in reverse, the game is placing an individual to a random location based on nothing more than the amount of people registered on the server. If the game can't find any but the host or their is a delay in its execution (whereby the random placement has changed before the execution server side) you are likely to get these sorts of "glitches".
Fair enough, the being teleported to 2 different planets should be able to be fixed/reduced by extending the amount of time it takes to register the random location but we do not know what else this could effect with regards to the overall script in the fight.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
