This is still a game mechanic, just a bad one. Just because a host lags out doesn't mean your game code should fail to recognize time passing and leave crota down. It would be similar to unlimited time's vengeance or the Templar's shield staying down if the host lags out. There should be a backup system in place to but there just isn't. Just like the bridge self res is a bad game mechanic, this is as well.
