Maybe it can ignore the shield all together?
It is The Penetrator after all...lol
The shield stays up and hp drops, others w/o the gun who help must take down the shied first.

could be. specially designed ammo that phases past the barrier and reforms either prior to striking the target or inside of the target.

Yeah. With more thought, a design could come out really well. I just hate those shields...
