My only problem with buying them is that they're so dang cheap! 20 for 10 marks? That's insane.
It should be something like 20 for 40 Marks. Only buy when you just need a few more, etc.
Also, I wish we could sell them back for the reverse amount of Marks, that way you can still get marks from farming, thus making Patrol more important again.

yea Patrol could do with being a bit more relevant. A daily bounty or two and thats about it. I guess it will still be better to farm a few materials, but if daily patrol bounty and daily heroic drop materials as a reward then farming is less important.

Maybe if they upped the number of materials received from resources point/chests? Or maybe some resources as rewards from the mini patrol missions?

It's a good price. You can only get one upgrade with 20 anyway since it is 16 an upgrade for a weapon. You will find yourself burning through marks and running circles for mats again
