I would explain the different reasons to have both, but doing so would really be redundant since I've explained it in over a dozen posts already.
I'll just say that both exchanges served different purposes.

they didnt want a way to farm either from the other I suppose. and they know WE would find a way to break their system we always do.

A 5:1 exchange from one mark to the other seems reasonable to me. A way to trade the marks you have for the ones you need seems like a good option to have. (imo)
