Didn't someone from Bungie say Xur's stock isn't random? I remember seeing a post on here that had a link to an interview with someone from Bungie and he kinda hints that it's not random. Anyone know what I'm talking about or have the link?

It was taken out of context. Xur's loot table was set by the dev team, but what is selected from that table is meant to be random. There's nothing to confirm or deny the second part to that though.
