They clearly did, replacing the phase 2 clone trooper armour which has higher visibility than storm trooper armour and the tie fighters are nowhere near as good as an arc-170 or a v-wing. And they replaced the AT-AP with the AT-ST which moves the same but had less armour and weapons.

The TIE fighter is considered better than anything the Clones were using. The ATST is capable of traveling in much more difficult terrain and is able to better carry our recon operations and it says no where that the clone trooper armor was better than Storm Trooper armor.

My friend in middle school, a Star Wars geek, said that the storm trooper armor was more comfortable but overall worse then clone trooper armor.

Why would they decrease the quality of their armor? Maybe price?
