Is there a piece of gear that gives you that? I got the IB hand cannon which not upgraded does more damage than my almost fully upgraded last word. If I could increase reload speed, I'd be set!

There are gauntlets that increase hand cannon speed. You can get some from one of the faction vendors. None of them get you to level 30 though.
