you only "need" to be max level to do raids on hard. if you play Crucible, you can swap it for a different exotic and have different armour perks. have one set for General PvE (Patrol, Strikes etc.) one for PvP, and one for Raids.

exactly. unless you are doing Raids on hard, or you just HAVE to be highest level to show off, you don't need to be higher than 28 to do things in this game.
