I see the "Pardon or dust" message about PS4 every week at least once so sorry not the PSN but the PS4N. reason I got rid of my PS4 version of the game.

The only time it's down for me is like yesterday when that new update came out for PS4 (which is still bad that ps4 can't handle that) but that's the first it's happened to me since the game came out

I had an outage at the same times as listed on this site. My Bro-in-laws had same issue. I assumed that I was not the only one considering Im in CO, and my bros are in FL and WI.
