I'm sure it's earning if you get it from a difficult task, like the raid on hard, which I did and [i]earned[/i] the weapon... Now if you got it from doing the worst in crucible or doing a level 24 strike then that's luck...

Got lucky a lot then eh haters gonna hate lol don't see me crying about lack of raid gear doesn't mean I'm not better than most lvl 30s though lol
