My striker never got a shield for getting kills with Fist of Havoc. And I've had time to notice, because I only don't get wrecked with it in PvE. There is actually a frame of time when the Titan can't do anything after using FoH, and if he has to use it in an open area, then anybody running towards the action has time to empty almost half a mag into him before he can react.
