I have both of those, and although my thorn is not leveled up yet I can tell you there is no comparison. The devil you know is much more powerful, rapid fire, and double the magazine size.

got the devil you know as a random drop at 25, got thorn at 27. Same damage, devil has a bigger mag and better perks. Thorn is now ascendant energy.

One piece of advice: I wish I had waited and bought the devil you know with the perks that I really wanted. I've noticed that the weapon perks change when the vendor stock changes. My favorite perk is grenadier (kills with this weapon reduce your grenade cooldown). I wish I had waited and bought a weapon with this specific perk.

But the DoT ability on thorn has killed many foes for me in the crucible and PvE

Yes, I will definitely give thorn a chance at least to level it up past this before passing final judgment. Plus the looming possibility of a buff...
