	Bethesda of course. I've never played a game that Bethesda was involved in that I disliked. Fallout for example... talk about an amazing game that has such replay value and a damn good story

	Honestly, I think it would have been better if it was made by Sony or Microsoft than Activision, EA, or any other publisher. I know that Sony likes to give the developers their own space, and make sure they make a game they are happy with, instead of forcing a release when it isn't ready (like Driveclub and Order: 1886), and Microsoft is the same. Exclusivity would have been a downer for a lot of gamers, but it would have given Bungie the time they needed to fully flesh it out. My second recommendation would be 2K, because they seem to be a pretty decent publisher.

	2 RepliesInfinity Ward is a developer, not a publisher. Rockstar is also a developer (I think, I don't follow then closely) I'd go Microsoft. Microsoft gave them freedom so long as they both knew what game was being made.
