Here is a concern I have been having for the past couple days. In the beta there were items sold in the tower that instantly replenish all heavy ammo. They cost about 250 glimmer and they had no cool down. It seems that in hardcore level raids/raiding clans all players would be required to buy 50+ of these and only use heavy ammo. They should at least have an hour cool down or 30 minutes so they aren't spammed like crazy. That being said, the access to them was inconvenient and didn't blend well into boss encounters. You had to open up your menu, go to inventory and then use it. If that hassle is in part to make them harder to use then I think it should just be a timed animation like applying a bandage. Anyway just thinking "aloud" - let me know what you guys think or if my memory is incorrect.
By making them accessible only through menu, it becomes difficult to "spam" them- a hotkey would add to the concern you originally voiced. By having to go into the menu for them they become inconvenient during a boss fight- at the very least it requires more coordination from a raid group to be able to cover each other and coordinate ammo reloads. I don't think a cool down is necessary, if people opt to spend their glimmer on ammo packs and run a raid heavy-only that is just one of the many angles a team can take.
