The reef is home to the awoken. There are also fallen there. It is run by the queen of the reef. Supposedly its similar tonthe tower with vendors etc. but we shall see

The Reef is a debris field in orbit around earth and within the Solar System.[1][2] The Reef is inhabited by Awoken and Fallen who do not have hostility toward Guardians,[1][2] as well as the Queen of the Reef.[3] There are also bounties here.
