I think that it happened right around when Valve's Steam program started doing something similar, so most of the indie games went over there because of their admittedly wider and already established distribution platform.
As far as I know it is still operational, but there haven't been any new projects since Crimson. I'd probably say Bungie being busy with Destiny is the main cause of inactivity.
