At some point I'm hoping they announce a game where we play as the Arbiter during those times in Halo 3 where he's not around. So that way we actually know what the other major character that's part of the story is doing during those events in the story. It's nothing more than pure laziness that Bungie didn't do a duel character campaign for the parts the Arbiter is missing which is a decent chunk of it.
