There are multiple fallen houses that operate seperately. Some (most) fallen hate you, but not all have to. These blue Fallen are likely allied with the Reef.
I don't know about you, but the Reef intrigues me the most.

Might be cheesy, but I really hope there is an awoken subplot that delves deeper than the normal campaign if you are specifically running an Awoken Guardian
