Yup! Definitely. Something else I noticed is that it looks like Tartarus is no longer naked... I wonder if that means the Brutes in Halo 2 will be clad in armor comparable to Reach...

So long as they don't look like the Halo 3 Brutes. That would mean they are in good graces with the Prophets. They still need to look like they are low in the Covenant ranks.

Yeah. Which I thought Reach pulled off pretty well. It also might be cool for the hell of it to see the Captains starting to wear Halo 3 Armor. I doubt it though.
