Really, if anything, produce it and provide 100% pure quality product cheaply.
Really it's more complicated than that but the short of is that they are illegally entering our nation because they have more opportunities or a better quality of life over here compared to Mexico.
Decriminalizing drugs is going to cut the cartels off at the knees. The cartel violence is one reason why they are border hopping. Take down the cartels and you provide reason for them to stay. With the cartel influence out of their politics, they can start electing politicians to serve their needs, increasing their quality of life in other areas as well. Not to mention freeing up funds currently being used to fight the cartels for other issues.
I also know that you're completely against the idea of the US government making meth and cocaine and nearly giving it to people but the alternative, what we are currently doing, isn't working and is leading to greater amounts of violence and resulting in the cartels being more sophisticated in how they smuggle (mile long tunnels with air vents and electricity, subs, kidnapped engineers building private cell towers) and it too is more complicated than just have the Feds make drugs and giving it away.
The goal is to remove the cartels source of income while you work on the long term solution of addressing the reasons why people turn to drugs in the first place. You address those reasons, rehabilitate those that are drug users and get them clean, sober, and back on their own two feet.
Then you slowly cease drug production.

Obsession, yada yada yada. Also, as long as the drugs aren't free for everybody no matter what, there will always be crime because people will get addicted and steal it and whatnot. And is the cartel so dastardly that the only way to stop them is to expose 100% of the population to hardcore drugs? I'd say not. Not 100% of the population deals with drug cartels. Hell, I wouldn't even say 50% does.

So, why won't the cartels keep fueling the drug craze if it becomes legal? With it legal won't people think drugs are okay and fuel the cartels more? It doesn't seem that simple.

Making legal immigration possible would be nice. At least 51% of Americans should be able to pass it, not just 10% like how it is today.
