Can't buy from third fast-talker chest on Tharsis Outpost
I can't buy from the third fast talker chest in tharsis outpost. I'm 550 power, completed the renegades DLC, done runs of the dungeon, reached level 6 rep with pikers, got the spider upgrade. I haven't done the praxic path quest, but other than that I don't see how else to get access to it.

I've got Pikers and Totality at 5, Tharsis at 4. I have finished Praxic's Path but not The Way Between. I don't think those chests are tied directly to the factions in the same way as the A449, Modified B-7 and All or Nothing chest. They may unlock as you make broader progress across all factions. Unless you've maxed those too in which case I am not sure.
