Praedyth's Revenge (Episode: Heresy, S26) gains a 5% Damage Bonus from the Artifact, despite not being considered New Gear. It does not visually add to the x/3 New Gear Weapons counter in the Artifact, but the Artifact displays a 5% Damage Bonus for the Kinetic Slot and the Damage Bonus gets applied in-game. I tested this by comparing its Damage to that of Lance Ephemeral, another Rapid Frame sniper in the Kinetic slot. Both dealt 201 Damage to the Ravenous Ogre in the shooting Range. Both Weapons were tested without Damage bonuses, and at 550 Power. The attached link is an imgur album showcasing screenshots of my testing. Replicable by equipping any Praedyths Revenge from Episode: Heresy (S26) and observing the listed damage bonus in the artifact New Gear section. The Damage bonus gets applied and is the same for other New Gear Rapid Fire Frame Snipers in the Kinetic slot. Other Weapons from the Vault of Glass raid from the same season (e. g. Hezen Vengeance) do not get the damage bonus applied in the artifact, however i did not test their damage values against a new gear weapon with the same frame. It is not possible to load into an activity with the "Avant Garde" modifier active with Praedyths revenge equipped. I do not have a praedyths revenge predating the version from Season 26 and therefore cannot test them.
