Devrim not spawning in tower
I have a quest for arms week where it's telling me to speak to him and I cant as he ain't in the tower.

If the quest is named Armament Protocol then it isn't the Arms Week quest and its for Call to Arms. You cannot do that quest until Call to Arms returns. The Arms Week quest is named Initial Calibration - you should be able to see that one on the quests page if you go to quests and click the second icon on the left side menu under Featured.
