I am soft locked in The Territory Wars quest step 11 on all 3 characters and can't deposit dark ingots.

I am soft locked in The Territory Wars quest on all 3 characters after paying to skip campaign on my 3rd character. The other 2 characters I had been progressing successfully through territory wars on characters 1 and 2 before paying to skip campaign on my 3rd character. I cannot deposit dark ingots at any faction's chest. I deleted the quest on all 3 characters and picked the quest up again at the cantina. All 3 characters are soft locked at step 11/13 of the Territory wars quest. All 3 were forced aligned with pike faction, when they had been aligned to the other 2 factions before the skip campaign on 3rd character. All 3 can run a priority contract (red triangle runs), but none of them progresses the quest card after completing priority contract with an A+ score. All 3 characters cannot deposit dark ingots either. Help please Bungie. https://imgur.com/a/LoyMGGa EDIT update: I added IMGUR screen shots. I was able to change faction alignment to Totality today on my main character but after running a priority contract no progress occurred. I was further along in this quest line (step 15) on my main before paying to skip campaign on my 3rd character. EDIT update 2: I changed factions on my 3rd character, the one I paid to skip campaign on. I ran the priority contract and the territory campaigned progressed past Territory War step 11. I changed characters back to my main and re-acquired the Territory War quest from the cantina. Progress was repaired back to step 15, where I should have been. I was able to complete the Territory War quest on my main character. I can also deposit dark ingots again.
