HVT RNG
Just spent 90 minutes in the salt mines and did not get the HVT once. Did I miss a patch note where they took it out or something? Do I need to do something special to make him spawn?

Nothing special required beyond getting lucky to get the spawn at all, then being fast enough to kill it before it despawns. Welcome to Bungie's immaculate game design.
