If this is the case, then something has gone awry in the process, and the only solution would be to wait out any mandatory cooldowns for recent purchases, disable Cross Save, wait out the additional mandatory cooldown for doing so, then enable Cross Save anew, making sure to include all platform accounts desired (Xbox included) in your new Cross Save setup.
