At that point just remove them, because if they're a special it makes zero sense to run it over an actual shotgun.

Then they should be a OHK to be able to compete against glaives, shotguns, and fusions. And at that point, you're better off with an actual special weapon. They're not getting an ammo conversion without a significant buff in lethality, especially in pve. Hell, I don't think they've ever converted a weapon from primary/ special/ heavy to any of the others since Forsaken when before that, all but like 1 or 2 specials were heavy weapons. They certainly didn't do so for other weapons that could've used it a lot more at one point or another like: Whisper Darci Queenbreaker Lord of wolves (nerfed multiple times since Heresy in PvE and is literally the only shotgun that can't one burst a player unless you're hip firing and you'd still need 2 crits and 3 body to do it) Acrius Any of the swords when power attack strength was determined by sword energy, making ones like Black Talon basically useless

It should be 90 rpm
