Currently, we can stack modifiers which result in silly levels of power delta on top of the negative modifiers. But we can also eventually meet and exceed enemy levels resulting in a sense of progression through each difficulty level / rank.
Enforcing power deltas removes the excessive enemy levels from modifier stacking but also kills the sense of progression and increased speed of activity completions from that.
Why can we not have the power caps actually be a cap? Or perhaps a level ceiling is a better way to call it? Allow enemy levels to increase with modifiers, but each difficulty rank has a maximum enemy level it can be. Solve the issue of -60+ power deltas while still allowing players to match and exceed enemy levels as they progress through each rank.
