Serious question for Bungie, do you want this to be a PvP game at all?
PVP matchmaking has been broken since the start of YoP, average % chance of winners has been 80% and above. No updates to the meta, you just let -blam!- slide for weeks. Is anyone working on this? Do you want me to quit? It's not fun---this isn't that hard to fix, just make it like it was 6 months ago.

1 Replythe pvp playerbase has tanked pvp has basically permanent power disadvantages now so tons of players have opted out extremely small pvp playerbase makes matchmaking massively worse then when you have a healthy base it's not going to get better it's impossible to go back to pre EoF on the current systems, it already chased away over 90% of players and nobody is coming back until massive system changes
