I think the main issue we are seeing is that this game (D1 and D2) has been around for so long that I doubt there is anyone still at Bungie from the first year. Turnover, I believe, has made the game different from what we had at the beginning. In some places, that is a good thing, but I think the current staff had a way different opinion on where the game is heading as opposed to where it was at the start. Bungie mentioned a ten year plan, and that ended already. What we have now is basically throwing ideas at the wall and seeing what sticks. That's why everything seems so disjointed and lack of a concept. This game could still be very good, but we have this mess , and the players aren't happy.
