Bungie won't issue expansion codes, it will need to be purchased on the platform you want to access the expansion content on. Around a month ago, Bungie were running the expansion access event, this was a temporarily event they were running that allowed players to access the expansions without needing the licenses. That event ended and the license requirement was reinstated. Any times platforms themselves have offered expansions for free that you get to keep rather than Bungie running an access event, its been the platforms fronting the cost for it - like when Epic ran the free Legacy Collection offer back at the end of 2023.
