Is it intended for the max a single stat can get to on a single armor piece to be 42? Theoretically with a major focus from archetype, a stat mod, and a tuning mod, the max should be 45. Is this a known issue due to previous tuning of how armor worked or intended as a limitation in build crafting?

Equip something with a lower Melee value and then equip that one again, see if the difference to the actual stat applies. I know in previous years the display value was capped at 42, but in certain situations - it could exceed that. Giving it a quick check myself using https://i.imgur.com/7Kjwmer.png That does apply the full 52 stat value to the class stat. Currently it's 106 with a +14 class stat on arms, equipping the above one has a 38 point difference and brings the class stat to 144.
