Friend Can't Access Dungeon
My friend has been unable to access the Spire of the Watcher dungeon even though he has completed the Witch Queen campaign and bought the dungeon key. It just tells him quest progress required and to speak with Ikora in the tower even though he already has the quest in his inventory. This a bug or is he missing something?

Bungie will check their licenses and if necessary apply the dungeon key if there is an issue with it (ie bought it but it didn't unlock) What they could do in the meanwhile is using an alternate character, try claiming the quests on the chance the character with the quests is stuck in a soft lock.
