Upon opening the Destiny2 executable file, my CPU speed is capped at .4GHz when the normal speed is around 4.4Ghz. This makes the pc borderline unusable while the game tries to run. Additionally, closing the game after this state blue screens the PC. This happens every time the .exe file is opened right after battleye finishes its runtime. The game worked fine on the night of 7/22 but since 7/23 I have been unable to play because of these issues.
Steps I have taken to try fixing: bios update, windows update, graphics driver update, cpu driver update, cache clear, verify games files, uninstall/reinstall of game, moved game files to different drive, clear steam cache, uninstall/reinstall of battleye, pc restore point before the 7/22 update, and ran antivirus scan.
Nothing has fixed the issue and everything i've tried has pointed me to something probably being wrong with the executable file of destiny2. However I can't be sure because files always come back as fine after verification.
All other games/programs are working as intended and unchanged except for Destiny2. Help is greatly appreciated.
