Divine fragmentation quest not dropping

I did the GoS raid and finished campaign on my first ever character for this acc and went to kill zeteon and it didn’t drop its not in the quest archive or Eris either

I have friend that has been unable to get as well. Finished campaign, killed boss Minotaur multiple times, checked lost quests, etc.
