Since before the launch of EoF, and even after the launch, bungie has been saying, "if you want better loot, then play harder content through the portal." But I've noticed that since I've hit 200, playing harder content neither gives me better loot, nor anything above a +2 power gain on gear. For example, I'm currently 245 which means I'm still locked to expert level content, but today I joined a couple Master A and B tier pinnacle ops which were well above my light level even with the fireteam level boost and still I only got +2 gear that was T2. So it would seem that no matter how hard you set the content, you're always limited to +2 level gear and T2 gear until you hit a certain power level. So TLDR, just run easier content and focus on speed running, I guess.
