Maya Sundaresh wound up the way she did because she interacted directly with the Veil, and the Penitent went right off the deep end after they found their answer to bringing about the Final Shape from it. To be specific, the Veil permits living beings to "take" whatever answers they seek and find within it, but the process seems to winnow away any restraint in pursuing those answers. We dive into the Veil looking for answers, much less ones to "bind the Nine", the result could be catastrophic. Never mind that there are different possibilities as to what "bind the Nine" could mean in this context. Ana Bray, in one possible dialogue line from her, questions whether "bind" means "to connect" or "to control" the Nine. They're currently divided, and with III dead, they are now effectively in deadlock. "Bind the Nine" could mean mending the rift between the Inner and Outer Orbits. That will be difficult enough, especially considering VI (Saturn) seems to have a worrying interest in the Dread and Taken, with the Dreadnaught in its orbit.
