I have the same issue as others have posted on here with full-screen implementation not really being full-screen. I suspect it has to do with Windows 11 24h2 because I know someone who got the issue specifically after they updated to Windows 11. It could be related to 24h2 specifically though if anyone has had the same issue on Windows 10 24h2 as well. It seems to happen on AMD and Nvidia cards so it's probably universal on that end.
Personally I lose about 100fps in the menus from 300 to 200, and in-game I lose about 80fps from 200 to 120. The stuttering is very very noticeable for someone who has a high refresh rate monitor like 240hz. The fps loss is not the primary problem but the issue is that the frame pacing is completely messed up and the game is not smooth at all despite being over 100 fps.
TEMPORARY FIXES THAT WORKED FOR ME:
For me I fixed the stuttering by having another application open on my second monitor, if destiny is the only thing open exclusively then the game is unplayable but for some reason if another application is open on another monitor then the game goes back to normal. Obviously this is not possible for everyone since not everybody has another monitor so we really need a fix from the devs. Playing the game on windowed mode also works as others have said but that sucks as well because the game looks very ugly in windowed mode.
On a side note borderless fullscreen is also broken on Windows 11 because the game window does not bind to my screen in it's entirety, it usually just ends up being stuck on half my screen. So borderless fullscreen is basically useless and you can only choose between fullscreen stutter or ugly windowed.

I’m extremely happy to see continued efforts by dedicated players to figure out root causes and fixes for this. I’m also incredibly disappointed in bungies lack of acknowledgement of this issue, As for the players who are experiencing it, it makes the game completely unplayable. It is far and above the worst game issue for those who know what we’re talking about, everyone who has this immediately decides they will not play the game. It’s that upsetting to look at Frame rate issues to the point it’s worse than d1 on console, choppy movement and lack of smooth surfaces and transitions, Lowered graphics quality across all respective settings. Bungie we need you to step in here and at least acknowledge that window mode which you have forced players to use is not working properly. There’s people with 5090 cards whose game looks like it’s from old technology.

I'm using a 9800X3D and a 3080 playing at 1080p res on ASUS TUFF GAMING VG259QM Monitor (which is my main one ) and a Benq vz2350 secondary one on low quality settings with G-SYNC enabled on only the Asus one. Also windows 10s latest update (just like before the DLC). In control 6v6, which I have played a lot ( in other areas too ) even though I'm getting above 220 frames but sure as hell doesn't feel like it. I feel like I'm constantly stuttering and not having a smooth experience what so ever. #Bringbackexclusivefullscreen

They removed the perfect fullscreen.It's crazy, it's just not possible to play.and the game also started to freeze. and-30% performance.rx 6800xt

They need to fix this ASAP. I keep getting stutters and big spikes thanks to the removal of dedicated full screen.

What kind of application did you use? Another game? Wouldn't that impact the performance in general...
