Here's my unkind theory: Red chests are account-wide to incentivize players to buy the skip. The campaign is already pretty long, and then in theory you have to play through it two to three more times to fully unlock the vendors, on each character, with no subsequent chest rewards - wouldn't it be easier to just plop down $49.99 and buy enough Silver to skip the campaign? Which sucks, because I actually thought it was a pretty good campaign! But not "Run it three times on each character" good. If the chests are account-wide, the progress should probably be account-wide, too. I already did the work, I've already dismantled most of the rewards I got, don't make me jump through more hoops just to get my other two characters to square one.
