Don't lock certain Modifiers and Boons to difficulty tiers
With how the Portal Activities is just old content with more power scaling difficulty rather than mechanics, why is it that Modifiers and Boons are locked into a difficulty tier?
All modifiers and boons should be available at every tier of selectable difficulty in order to truly craft an experience that provides a power fantasy, while actually being somewhat challenging.
The only "challenging" content, excluding the raid, is setting your world level in Kepler to Mythic, and going in under leveled.
This change would at least keep me a bit more engaged, because honestly, after the story, the whole game is just running the same old missions over and over and over and over to make big number bigger. No sense of accomplishment, no satisfaction, just a mindless farming simulator. It's depressing how badly this expansion has turned out.
