Focusing of exotics, unlocking of many, can be done through Rahool once you have reset with him. There is a kiosk between vault access point in the tower where past items can be bought. The Vex Incursion public event on Neomuna can drop exotics not already in a collection. Some exotics are locked behind campaign completion. They have to obtain that way before they will drop or can be focused.

When you go see him you can tab across on his display page. There are initially 3 pages which allow you to focus engrams into random gear for slots and on another page for gear you've already unlocked in collections by previously getting the item. To get new exotics you haven t unlocked you need to level up and reset your rank which is done by decrypting exotic and prime engrams until you reach rank 17. Or for the most XP towards his rank you can focus exotic engrams instead of just decrypting. Once you reset your rank a 4th page will open up where you can focus any exotic armour you don't have.
