If I’m doing the same activity as a tier 4 player, I should get tier 4 rewards.

At least Bungie have placed all of their cards on the table. The new systems are clear to everyone in advance of the Edge of Fate release. Anyone buying it or intending to play after release knows exactly what’s in store.
